Card 09.02 Common facilities management

 

THE RISKS:

  1. Injuries due to people or animals, burns, scalds, muscles tetanization, ventricular fibrillation and breathing difficulties (due to operator coming in direct/indirect contact with live elements)
  2. Burns, scalds, suffocation and injuries for fire or explosion (due to short circuits)
  3. Intoxication (due to gas leak)
  4. Burns and scalds (due to hot fluids and hot parts)
  5. Cuts, crushing and shearing (due to maintenance)

 

It is necessary to remind that:
New installation or systems modification (or parts of it) shall be projected and performed by qualified operators. At the end of the work a "Declaration of Conformity" and any compulsory enclosed shall be issued.

 

PRACTICAL AND OPERATING INDICATIONS:

 

Generally the Employer shall:

  • ensure the electrical system is checked by a qualified operator, in case it shall be conformed to specific environmental characteristics (e.g. dust, humidity, use conditions etc);
  • make sure a qualified/specialised worker restructures and carries out maintenance regularly of hazardous or unsuitable systems;
  • ask for a"System Declaration of Conformity in Accordance with the Best Working Standards" conformed with the laws in force (D.M. March the 3rd 2008) in case of new systems, transformation, extension and extraordinary maintenance;
  • check periodically magnetothermic switches and automatic cut-out.

 

It is necessary to pay meticulous attention to systems overheating.

 

It is necessary to keep electrical system scheme and documentation in the farm.

 

It is forbidden to use worn electrical components.

 

It is necessary to avoid system overexploitation (e.g. limit or control stove and electric cooker use in rooms and establishment).

 

Maintenance and controls shall be carried out on each and every external electrical system.

 

ISPESL and Fire Brigades directions shall be respected.

 

Critical parts shall be kept clean and efficient.

 

It is advisable to check the necessity of an additional lighting system (emergency one, for example battery-operated). Powerful flashlights shall be provided.

 

During maintenance, it is necessary to make sure P.P.E. (Individual Protection Device) are used.

 

It is advisable to check the necessity of a fire extinguisher system.

 

It is necessary to check periodically any fire extinguisher system and fire extinguishers/hydrant.

 

It is necessary to strategically place water supplies and sand pails.

 

Operators and guests shall be informed on proper emergency procedures.
Example: behavioural rules and procedures to follow in case of fire

1. Alarm:

  • raise the alarm to people
  • raise the alarm to Fire Brigade(tel. no. 115)

2. Rescue:

  • open the exits
  • evacuate people, helping any elderly and disabled first

3. Extinguishing::

  • try to extinguish fire with any available instruments (fire pump, portable fire extinguisher, water pipe etc)

 

Generally the worker shall:

 

Avoid systems overcharge (do not use multiple plugs unsuitable to keep excessive electric loads).

 

Pay extreme attention to signals and anomalies such as smoke and sparks of fire.

 

Do not take protections of electrical systems apart (for example protective panels).

 

Always switch off machines and equipment at the end of the work, preferably disconnecting the plug from the pin.

 

Avoid hampering passageways with wires, minimizing and studying an adequate collocation of any hanging connection.

 

Do not use open flames near combustible depots.

 

Contribute to avoid strangers entering depots (their entrance shall be forbidden to unauthorized personnel and kept inaccessible).

 

FURTHER INDICATIONS AND ADVICE

  • Non-qualified people cannot intervene on facilities.
  • It is compulsory to report any anomaly.
  • It is necessary to keep free from obstacles one evacuation route at least.
